If I change the page size of the bottom pager (select input), the top pager is never updated to reflect the new page size. All other options appear to be kept in sync adequately (I am only using paging and record counts, so I can't speak for any other buttons).
I would attempt to recreate this bug in one of the demos, but I cannot find any demos which demonstrate the 'toppager' functionality.
