I had the same issue, and after spending a day on scratching my head and then half an hour on debugging jqGrid, I have found that it ignores scrollOffset whenever height you specify for the grid is not an integer:
if(isNaN(ts.p.height)) {
} else {
aw -= scw; // =ts.p.scrollOffset
hs = true;
}
(grid.base.js #1966)
in my case, I tried setting grid height in ems, like "23em", and isNaN returns true for this value. Conclusion: follow the docs strictly, which say that height "can be set as number (in this case we mean pixels) or as percentage (only 100% is acceped) or value of auto is acceptable."
