True scrolling only works on refresh

I am trying to implement the true scrolling option. The pager area shows the correct number of rows, however on load, only 10 records are loaded (as expected) but scrolling through the list stops at the bottom of the 10 instead of loading the next 10. If, however, I hit the refresh icon in the pager row, the grid works as expected where I can scroll through the entire list with it grabbing more results as needed. Any ideas on what could be different in the first load compared to when hitting refresh?

Problems related to virtuall scrolling can be resolved only if there is a link to the problem and a source code is loaded (not minified)
