I don't understand your question about grid.jqueryui.js. It's just one from modules of jqGrid. If you download jqGrid you can unselect (remove) some modules which you definitively not use. Per default all module are selected, so grid.jqueryui.js is inside of jquery.jqGrid.min.js or jquery.jqGrid.src.js.
The demo which you posted seems to me independent from your question. You use sortable: true option in the grid which implementation is inside of grid.jqueryui.js module. You can drag and drop column headers of the grid to see that grid.jqueryui.js module are included and all works like expected.

In case of usage datatype: "local" (or in case of usage loadonce: true) all values of index property of colModel must be the same as the value of name property. I recommend you that you just remove all index properties. In the case jqGrid set the index properties to the same value as the corresponding value of name property.
