loadonce: add a 'loadonce' parameter to the Request, or remove the parameters 'rows' and 'page'

Hello.

In the Request should be a parameter, to indicate if the 'loadonce' property is set.

jqGrid tells me on which chunk of data it is interested in ('rows', 'page').
But it don't tells me, if this is relevant (loadonce).

Usecase:
A server script could be generic to handle the request for many jqGrid's.
Some Parts needs to be customiced. To get the Data from the right DB-Table or modify some of the data. But a lot can be done in a generic manner.

With this Idea I wrote a PHP class where all handlers extend from.
- This class uses the 'oper' parameter to call an handler function (edit, delete, search…).
- It uses the 'sort' and 'sidx' to to predefine the "ORDER BY" statement.
- it uses the 'rows' and 'page' parameter to predefine the MySQL LIMIT Statement.

But i can't say on a generic way, if 'rows' and 'page' is relevant.
