Load the language file before the jqGrid file in the scriopt tag

I get that error whenever I try to use tabletogrid.

I'm trying this with a simple standard table with nothing special.

            <table id="foo" cellspacing="0" cellpadding="1" border="1">
                <thead>
                <tr>
                        <th>Property</th>
                        <th>Value</th>
                </tr>
                </thead>
                <tbody>
                <tr>
                        <td>Chatter</td>
                        <td>PC</td>
                </tr>
                <tr>
                        <td>Boing</td>
                        <td>PC</td>
                </tr>
                <tr>
                        <td>Zipper</td>
                        <td>Mac</td>
                </tr>
                <tr>
                        <td>PingPong</td>
                        <td>Mac</td>
                </tr>
                </tbody>
            </table>

    tableToGrid("#foo");

How do I get this working?
