Sorry, but I don't understand what is yet unclear. If you open jquery.ptTimeSelect.js you can immediately find that ptTimeSelect has defaulf option zIndex: 10. You use currently ptTimeSelect so:

$(el).ptTimeSelect({ containerClass: "timeCntr", containerWidth: "350px",
setButtonLabel: "Select", minutesLabel: "min", hoursLabel: "Hrs"}

If you add one more option

$(el).ptTimeSelect({ containerClass: "timeCntr", containerWidth: "350px", zIndex: 1300,
setButtonLabel: "Select", minutesLabel: "min", hoursLabel: "Hrs"}

it should work, but I didn't make any tests.

an example please.

the problem is that when I click on the timeselec hours I get behind the dialog and not later as datepicker

Probably you should use zindex parameter of jQuery.ptTimeSelect with a large enough value.

I can not embed timeselect, edit or add to the back row of the dialog is
