The # of users in system is between 100-250

I looked at a table within a div with overflow property that would allow for a vertical scroll bar and user could scroll through and set the right properties. The other option that I am trying is to load the data into a jqgrid, see attached image, without any paging or add/edit buttons.

How can I load data into the grid where some records have their Read and write permissions set [i.e. the appropriate checkboxes are preselected when data is loaded]
