You can edit the function "setFrozenColumns" in the jqGrid code to add this

$("tr.jqgrow", btbl).each(function () {
$(this).height($("#"+$.jgrid.jqID(this.id)).height() );
});

at the end of the bind function for jqGridAfterGridComplete.setFrozenColumns
