Why would the language file have anything to do with setting a parameter to send to the server to retrieve JSON for a search filter?

Basically there is no "op" parameter

(Using latest FireFox & Chrome for testing)

Please upgrade your language file to the latest. It seems you do not have upgrade it.

however when the search is done on the server via JSON (not locally), jqGrid does not pass in a parameter what the search is (cn or nc), therefore the server can't do the search properly.
